I just put my techie hat on and ran through the hypotheticals as a thought exercise.
I have created small to mid size relational databases that contained image files with each record. So I understand some of the issues databases have. Keeping record size small use to be a big issue for Microsoft Access and not so much for SQL type databases. And this all dates me as I don't have a clue what they use these days. But I'm guessing Oracle and Microsoft are still big players in that market. Especially when we're talking about a huge database like the DMV.
Now watch, a real progammer will post far more technical response then I did just showing how dated this old man is.
The scanner used by the DMV almost certainly could not be a problem. But software offers a potential issue.
I don't buy it because if I could identify this possible issue, the consultants that set all this up would spot it.
