Have you read any of the post-apocalyptic novels that have been written in the last 10 or 20 years? There's a whole genre of novels dedicated to the idea that, after society burns down, people can "rebuild it" the "right way". Some people are stupid enough to think this is a good idea.
Of course, the fans of such novels always assume they'll be one of the survivors, not one of the billions of victims.
This genre is large enough that there are major sub-genres, so you can read all about your "preferred" kind of apocalypse. Zombies, plagues, electromagnetic pulses, corona mas ejections, genetically modified plastic eating microbes, asteroid impacts, alien invasions, you name it.
FFIW, I have enjoyed a number of somewhat similar stories - while at the same time being very, very against such actually happening. 99% of the world's population becomes zombies? There's at least a 99.8% chance that I'll be one of those zombies. World's effectively transformed into a game world and/or we get superpowers of some variation? Superpowers would be cool to have - but the societal breakdown and dramatic overall drop in quality of life for everyone makes it sooooo not worth it.

I suggest not reading deeply into it. It looks to me like nothing more than "joke" level posturing. This guy is so over-the-top good at handling something that the thing should be afraid of them kind of thing.
It's BS and we all know that, of course, though.
What does conservative even mean here? What does Trump have in common with McCain, the Bushes, Romney, Reagan, even Nixon? Let's not overthink this. Trump hates the people his base hates, and he says so out loud. That's all it takes.
A Fox/right wing media bubble that alters what conservative stands for as needed and employs extensive spin and extensive cherry picking to suit their purposes is pretty much the "conservative" that you're looking at.
