On the face of it, but I'm sure Barr can conjure up a contrary argument.Of course it's an outrage. But there have been so many, what's one more? Fortunately, he has limited authority to block congressionally authorized funds.
It's my understanding that the public education system in the US is a very localised matter, not a federal one. States, cities, counties do they're own things - simplistic, but hear me out. It also seems to me that "Trump territory" is exactly the territory that makes something of a fetish of localism - State rights, county rights, my town's rights. Trump fits fine with that when he's targeting globalism and foreigners, but now he's becoming the guy from "out of state" telling folk what to do. This is not the first such mis-step Trump's made during the pandemic.It's not playing well even in trump territory. Below is a quote from a news story posted this evening on the Tulsa World (Oklahoma) newspaper website.

His comment has nothing to do with schools being open, he's still pissed at you because you wouldn't sell Greenland to him.

Some 60,000 good people live in Greenland. How could we do that to them? What did they do to us? There are some uninhabited atolls in the South Pacific that would be much more suitable for Trumpania.

In all seriousness, I hope the US has the balls to indict Trump for his many crimes when his presidency is over. Even the civil cases should last until long after he's expired ... if there's any justice.
I still think that President Trump has a better than 50% chance of being reelected. The GOP are setting up to try and ensure that only the "right" people are able to vote in key battleground states. Expect to see very few polling stations in Democrat-leaning areas with huge lines to vote in the middle of a pandemic with postal votes from those same areas thrown out, or forgotten. Meanwhile in GOP leaning areas there'll be plenty of polling stations, no lines and all postal votes accepted.
I also think that there'll be a grand announcement within a couple of weeks of the election giving the clear indication that there's a vaccine and/or treatment and that the Coronavirus is beaten. This will give President Trump a nice bump in the polls.
I doubt that they will. If they do, then expect to see an attempt to indict every Democratic party President at the end of their term by the GOP - starting with Obama.
The Dems control the state houses in Wisconsin, Pennsylvania, North Carolina and Michigan so no worries on voter suppression there. Trump lost a lot of support of older Americans in Florida. The difficulty in voter suppression in Florida is a long history of early voting and mail in ballots. Mail in ballots are very popular in Florida. The people they are most popular with are the voters Trump needs.
With the current few toss up states, all Biden needs to do is win one of them or the two toss up electoral votes in Nebraska and Maine (the two states who split their votes into districts). One is Nebraska is Red and one a toss up. The other vote in Maine has not data but is traditionally swing.

According to Wikipedia in Wisconsin the state assembly is 63 GOP, 35 Dem and the Senate is 19 GOP, 14 Dem - that looks like GOP control to me
Pennsylvania Senate is 28/1/21 GOP/Ind/Dem, House is 109/93 with one sear vacant
North Carolina Senate is 29/21 GOP/Dem, House is 65/55
Michigan Senate is 22/16 GOP/Dem, House is 58/52
All of those states seem to have GOP control of their legislatures. They do have Democratic party governors but we've already seen that GOP-controlled legislatures are happy to strip Democratic Party governors of their power.
IMO all of those states are ripe for wide scale voter suppression.
