Step 1) ask what actions have been taken to verify the rumor
Step 2) make appropriate direction and management of executive resources to verify the rumor and set a course for follow up
Step 3) Direct any resources not currently in the National security chain to coordinate on investigation where appropriate.
Even if it was merely a rumor, in fact it appears to be far more then that, Trump should have made a public statement condemning the very notion of it. But, as usual, nothing.
