The latter one is actually serious, though, while the former consists mostly of angry Bernie fans fooling themselves by taking a few seconds of him verbally fumbling in an hour long spoeech and insisting that this means he's badly deteriorating.

That's why they were so shocked when he beat Sanders in their last debate.

At first I thought it was just an alliterative name for Bernie's political allies/supporters, but then context started making it pretty clear that how it's actually used is as a package of crazy false accusations for their opponents to fling at us without having to go through the bother of spelling it all out every time, whenever they find themselves in a position that they can't defend with any actual points of some kind for their own position(s)... which, for the people who got tricked into throwing in behind Captain Electable, is pretty much all the time.
