Dubya, rambling or not, at least tried to conform to the traditionally accepted model of president.
GWB, while ineloquent, at least visited a mosque after 9-11 to say that the US was not at war with Islam as a whole, and to tell everyone to not be biased against the average muslim walking around going about their business.
If you catch me off guard, I'll bumble my words too - I have a minor language disability. But in that, at least, he did well. Put aside Iraq, put aside Tora Bora, GWB was a strong voice against overt bigotry at least. He'd likely have been far better had it not been for many of the people around him - Cheney, Rumsfeld, and so forth, who manipulated info. Even Katrina was also a local and state failure, as well as a federal one.
Dolt 45 was destined for absolute catastrophe.
