Well, if you're targeting an entire population, you would probably want to increase the contagiousness while delaying the onset of symptoms to reduce visibility and prevent the authorities from taking preventative action until as many people are infected as possible.
And that's the thing about "weaponization", you really need to ask who is doing the weaponization, and why they're doing it. A nation state with traditional military goals would want a weapon with very different properties as compared to an apocalyptic religious cult, or terrorist organization.
And you can see that in the development of nuclear weapons. Nation states have, for the most part, developed weapons and methods of use that maximize short term blast damage effects, while trying to minimize radiation and fallout effects, because they always figured that, after the bomb went off, they'd still have a job to do, and having huge swathes of ground completely irradiated made doing that job harder. It's the terrorists who are looking for "dirty bombs" that are intended to deny the use of an area for extended periods of time, because that creates maximum disruption for the least effort.
