I don't think the suit was on behalf of Congress. Here's a quote from later in the article:

In the case dismissed on Friday, the appeals court decided that it was bound by Supreme Court rulings that have limited the ability of individual members of Congress to litigate questions that affect the legislative branch as a whole.

That reads to me that they sued as individuals, not as a formal group.

Although keep i mind that the reason the lawsuit was thrown out is not because they found there were no problems... it was a case of "the people bringing the lawsuit (in this case individual congress-critters) had no standing".

Standing means that you have a sufficient connection to and injury from the actions of the defendant to support your participation in the case.

The court's decision was that as individuals, the members did not have such a connection and injury.
