As to Bloomberg specifically it's way too late (which is depressing since in any sane world the 2020 election campaign wouldn't even start for another few months but that's another topic) in this whole donnybroke for someone with no message beyond "Lookit me, I'm not Trump" to throw his hat into the ring.

According to Real Clear Politics, most polls currently put him around 5th place (behind Buttigieg). He has increased is popularity since the start of the race (current average is around 9%, while the polls back in November/December had him at 2-3%) but he still has a long way to go to catch Biden/Sanders/Warren.

One difference is that in most elections, candidates start dropping out if they don't come in at least second or third in the early primaries. Bloomberg can go to the end, picking up some votes in every primary. He still might not win, but even holding a bundle of delegates gives him power at the convention.

If Bloomberg wants to help ensure that President Trump, and dare I say several Republicans from the House and Senate, don't get re-elected , he should simply announce that he is opening investigations into the Presidents shady business deals. Bloomberg should offer large cash amounts for transcripts of any and all phone calls that Trump has had with the heads of other governments. He should offer a bounty for any hackers, be them private or foreign governments, to make Donald Trumps tax returns public. As well as any information on any cases of Trump personally benefiting monetarily using his Presidential powers.
Then let's watch the fun. How will Senators react to that since it seems that the Republicans now seem to have switched from "Trump didn't do it" to "So what? It's not impeachable."
Some of what you're describing, like releasing tax returns and accessing presidential records, would be federal crimes, and encouraging people to commit crimes is a crime, too. I doubt Bloomberg would come anywhere close to that.
What he might get away with is offering a reward for outtakes or recordings of "Apprentice" where Trump makes offensive remarks. Their existence has been rumored for years, but they've never actually turned up.
