I watched the whole Ken Burns "The Vietnam War", it's quite the documentary - very long.Clinton's victory, and the American inclination for divided government, plus Conservative Inc., led to Republican control of the House in 1994. The fact both parties have a good shot at controlling Congress has probably been the most important factor when it comes to increased polarization. In other words, the core of the problem is institutional rather than cultural.
It used to be the permanent minority party could extract concessions from the majority when it came to shaping legislation, especially when the minority party controlled the executive branch. Now that both parties have a shot at control, there's less of an incentive to cooperate. If you frustrate the other guy's legislative agenda, then you can go back and tell voters, "see, they've failed. Vote US into power." There's also room for logrolling and compromise when interest groups and media can inform voters about your failing B-minus rating with the NRA.
The system was not designed to handle two political parties, much less parties that are somewhat ideologically coherent. It's a system that would need regular revision. Patch updates. The framers first tried the Articles of Confederation, but that union, "which shall be perpetual," did not work out so well according to elites we now idolize. They scrapped the AoCt, brazenly ignoring the unanimity requirement, as well as the alleged aim of the first Constitutional Convention itself ("sole and express purpose" of revising the Articles of Confederation ). The framers thought it was a good idea that the second-place finisher in presidential elections should be condemned to the Vice Presidency. Brilliant idea. Most of the framers probably believed that no one other than a person with the national profile of a George Washington could secure a majority of votes in the Electoral College, which would send most elections to the House. That was wrong as well. We've gone without many fixes because the Constitution has been deemed such a raging success. Never mind that little event known as the Civil War. A relatively bloodless affair. Just a dust-up.

And, by the way, the deficit was endlessly whined about during the Obama years when deficits were required to pull out of the Great Recession but now we have a very good economy and Trump's deficits are IIRC 40% great than the recent past.

Just finished a very good & cordial meeting at the White House with Jay Powell of the Federal Reserve. Everything was discussed including interest rates, negative interest, low inflation, easing, Dollar strength & its effect on manufacturing, trade with China, E.U. & others, etc.
