Not even in a narrow, technical sense, except by twisting the definition of "child" into meaninglessness.
She's a teenager, and in most cultures and points in history, 16 would be considered a young adult. "Child" is best reserved for the pre-pubescent; and for insults from reactionaries and conservatrolls who are desperate to prevent people from understanding how hard they're working to destroy the environment in the name of short-term greed.

She opened up by saying she could not accept the award because of her commitments in California..
Then she finished up by saying she would not accept the award due to the failure of the involved countries for not behaving in the proper " do something about climate change now " manner..
She either has poor language skills or the person/s who wrote the piece do..

Those are two separate statements. The first was about her logistical inability to attend an award ceremony. The second was about her ideological choice not to accept the award.

The UN Convention on the Rights of the Child standardizes the term "child" to refer to anyone younger than 18, unless a given country's own law sets the age of majority lower (in the vast overwhelming majority of countries, the age of majority is 18).
