John Stewart once made a statement about the Democrats' mishandling of the Republicans that could probably be repurposed.

“It's not that the Democrats are playing checkers and the Republicans are playing chess. It's that the Republicans are playing chess and the Democrats are in the nurse's office because once again they glued their balls to their thighs.”
 
That article says, "It is not clear if (three ellipses in the transcript) indicates that Mr. Trump trailed off or that something was cut out of the reconstruction."

I think it's clear enough: The transcript is about 11 minutes worth of what was said to be a 30-minute talk.

Even if we assume that people are recollecting the passage of time accurately (and if there's one thing I've learned from reading hundreds of CT threads over the years, it's that this is not a safe assumption), and even if we assume that therefore some material must have been omitted from this record, we still can't assume that any one set of ellipses must indicate an omission. It's possible for the same record to have ellipses that indicate omission, and ellipses that indicate idiomatic speech. It's possible that all of the omissions were handled simply by leaving a space between a period (.) and the capital letter starting the next sentences, and all the ellipses represent people trailing off in speech, as one does from time to time.

Not that it really matters. I just find it interesting the way assumptions inform "factual" conclusions.

I was elected on getting out of these ridiculous endless wars, where our great Military functions as a policing operation to the benefit of people who don’t even like the USA. The two most unhappy countries at this move are Russia & China, because they love seeing us bogged.....

....down, watching over a quagmire, & spending big dollars to do so. When I took over, our Military was totally depleted. Now it is stronger than ever before. The endless and ridiculous wars are ENDING! We will be focused on the big picture, knowing we can always go back & BLAST!
But ordering troops to the US/Mexican border to string wire fences...
 
I asked myself "I wonder why people trust Trump. He's a conman!"

And then of course I realised "well, that's why they trust him. Conmen do what they do because it works."

I wonder if somehow conservatives are more susceptible to that, of if it's just the current climate that made them more receptive to the con.
 
I am enjoying the humiliation of Lindsay Graham enormously.
He sold his soul to become a Trump Butt Kisser in hopes that he could become a trusted Trump advisor, but now Trump's actions in Syria have shown how stupid the was.
He deserves every bit of humiliation and ridicule he is now getting.
To paraphrase that line from "A Man For All Seasons" he did not even get Wales for his soul.

I find it interesting that you assume that the 30-minute call time stated in the White House memorandum itself is just based on someone's recollection, but whatever. Anyway, it occurs to me that what's missing might be translators speaking, but then we need testimony from people who actually were there to resolve the apparent discrepancy. Too bad Trump is not only denying them permission to speak, but threatening anyone who does with treason charges, and he really really wants to know who snitched.
