Gloom Lake was built by the CIA in the 1950's to house the U-2 project being built by Lockheed's Skunkworks. While it is on USAF land it is a private(-ish) facility. At times the USAF cannot overfly the base due to security reasons. Security is executed by a private company (probably URS Corp.) known as the Cammo Dudes.
Two days ago during the event a lone woman crossed the gates into the forbidden zone. She walked past a dozen Sheriff's deputies who didn't try to stop her, and did not pursue her onto government land. The Cammo Dudes intercepted her a few hundred yards away and turned her over to local law enforcement.
Sneaking into the base at night would be stupid. Your body will stand out like a lighthouse on FLIR and it's about ten miles from the closest crossing point to the airfield. They will see you coming and maybe let you walk five or six miles just to wear you out before coming to arrest you.
Like I said before, the base is in a hard desert that's perfect if you require privacy.
