I think it's totally unfair to take some mid level corrupt officials who the president probably doesn't even know and say that somehow, their corruption is the president's fault.

However, in Trump's case, I think that's accurate.

It goes back to my theme of this thread, that could be found shortly after the magnitude of the disaster became apparent, and the failure of the response became obvious. The administration response was incompetent. They tried to do what FEMA usually did, in a situation that was drastically different from the usual situation. There was one guy who could have changed that, but that one guy, Donald Trump, was asleep at the switch.

Worse than that, he bragged about his response, and the nature of the bragging was to talk about the magnitude of the response, not the quality of the results. He would brag about how much money was being spent to show that he was doing something. So, you have a president who doesn't recognize what needs to be done, who doesn't know how to measure the results, but who wants to be seen as responsive by "doing a lot", which means spending a lot.

It's a recipe for corruption. No one should be surprised that corruption occurred.

Honestly, that 9/11 gotcha gets asked at Trump rallies on occasion by J. Klepper and boy... it pisses them off. [emoji15]
