He's not really doing anything other than confirming things that he's written in the report, so it doesn't matter much.

Mueller sounds a tad feeble minded. He's stumbling over his words and mumbling answers. He doesn't sound intoxicated or anything like that. He sounds 'elderly'.

It appears that he is simply having trouble hearing the questions and seeing the people asking the questions. It may be an issue with the venue or his hearing, or both.
