"Tacitly confirming" nothing he's openly admitting it, because he knows nothing is going to happen because of it.

He's stuck in some weird mixture of trolling, daring someone to do something, and seeing how much he can get away with.

I think Trump put "foreign governments" in quotes to make clear he was referring to the question he was asked by ABC News' George Stephanopoulos. Would Trump accept information on an opponent during a campaign from a foreign government? Trump said he probably would.

People have also been Tweeting in an effort to make this #JohnMcCainDay. It's reached the top of the Twitter trending list, and Congressmen and military advocacy groups have joined in.
It's both amusing and admittedly petty, since today is also Trump's birthday.

Now that I think about it, I'm surprised he Tweeted about someone else's birthday, even if it was an organization and not a person.

The point of this, if anyone's curious, is to provide secrecy that is lacking at the concentration camps currently cited in civilian areas. At those places, press can demand access, as can social services and volunteer legal aid groups, and local, state, and federal politicians who want to investigate conditions at the camp. Local and state government agencies can enforce standards and require inspections.

The military is free to completely deny access to a child concentration camp located on a military base to anyone and everyone, from local newspaper reporters and immigration lawyers all the way up to angry senators and their entourages.
