This is pretty normal in reporting. You can have a video which blatantly shows person A attaching person B and person A is still the suspect and they are still arrested on suspicion. I believe that this is in keeping with legal definitions.

I won't argue against that.

It could also be true that they haven't decided who to charge with what. Not that the women would be charged with anything, but instead are all the guys being equally charged or is there varying responsibility among them? Maybe the video isn't clear enough to show everyone and all of their actions. Maybe they never see what happened with the bag and phone.

I clock not rare as something that happens to, let's say 15-20 percent of the population on a daily basis.

If 15 per cent of the population of London is getting gang beaten on a daily basis then I redouble my stance that they need to relax their laws on civilian weapon ownership.

1. Perpetrators are young.
2. It was the result of a strange demand.
3. It was a hate crime.
4. The victims were photogenic but also obviously severely harmed.

Do you understand how news outlets pick which stories to run? And that being different from the norm, especially if violence is involved is headline gold?

Heh. The basic problem is that London is becoming more and more lawless, provably. This is generally attributed (correctly, IMO) to under-funding and under-manning od the police over the past few years. My suspicion is that it's deliberate, 'problem-reaction-solution'. Coming soon - a massive recruitment drive for Greater London police officers, with particular attention paid to "ethnic representation". ETA>> this may be presented as "radical restructuring".

In a lot of organizations that may also be a big factor in what goes in the broadcast segments ("blocks").

No nefarious "we're being told what to pay attention to" necessary.
