In that case, not having the list of prohibited equipment right now seems like even less of a problem.

It's the capricious way does/undoes sanctions etc. without, I'm sure, having much of a grasp on consequences. Why Huawei now (well in a few months) after letting ZTE off the hook last year despite advice from senators, security experts and his commerce secretary? He's making it up as he goes along for the attention it gives him.

China has strategies. Trump has fits of pique. He's in over his head.
