The Independent Counsel Act does not apply.

Mueller was Special Counsel under different regs. Everything you are claiming is absolutely wrong.

Your argument is utterly wrong, all in the defense of an idiot resistance grifter like Maddow.

Barr is doing it because he is the AG and Mueller is his subordinate and Maddow is a god damn idiot.

The only "dirt" the Russians seemed to produce on Hillary Clinton came via hacked emails. And it was illegal. This is from Attorney General William Barr's summary of the Mueller Report:
The second element involved the Russian government’s efforts to conduct computer hacking operations designed to gather and disseminate information to influence the election. The Special Counsel found that Russian government actors successfully hacked into computers and obtained emails from persons associated with the Clinton campaign and Democratic Party organizations, and publicly disseminated those materials through various intermediaries, including WikiLeaks. Based on these activities, the Special Counsel brought criminal charges against a number of Russian military officers for conspiring to hack into computers in the United States for the purposes of influencing the election. The Russians were trying to sell stuff they were already publishing for free? No wonder there was no deal. So much for the Trump Tower meeting. What else do you have?

Sure. But none of it was about Hillary's deals with Russians. So why would you expect dirt about Hillary's dealings with Russians (if it existed) to have come from hacked emails? There's no reason to think it would. Such dirt (if it existed) would most likely have come from different sources. Unlike the sleazy treatment the DNC gave to Hillary's primary opponent, Russians could have obtained information about Hillary's dealings with Russians (if it existed) from... get this... Russians. From whom the Russian government would not have needed to hack anything.

That is a good question. I hope it gets more attention.

Mueller could certainly have provided redactions re still open cases and whatever was in the GJ testimony that needed to stay classified.

They hacked at the behest of Trump, and published.

Hacking is illegal, so anything that is hacked is stolen.

If you receive things that you know are stolen, that is a criminal act whether you paid for them or they were given to you.

They did not do it on the behest of trump. Trump asked for something, and they didn't do that thing.

Did the Washington Post break the law when they accepted the Pentagon papers? That was receipt of stolen goods.

Trump joked that the Russians should release Hillary's state department emails. Are you claiming that the Russians hacked her state department emails? Because that would be a new claim.

There is no indication that the Trump campaign received anything that was hacked. So how did this receiving occur?

It's OK to accept help from a foreign government that even people like James Mattis and Mike Pompeo consider an adversary? I don't think it's OK either. I think it's very dangerous for this country.

I'm 100% certain that the only reason Republicans are okay with it this time is because it won them the election. If it worked in favor of the Democrats, Republicans would be outrage, crying "treason" all over the media and calling for heads to roll. The Democrats, however, would be calling for independent investigations into the matter and justice to be served JUST LIKE THEY ARE NOW.

Yeah, you got me -- Special Councel. So, you're saying Barr is doing this because he can? We'll see about that, I suppose, but no, that's not the reason he's doing this, and if you don't see the distinction, then please don't call Maddow an idiot.
