Campaigning for the Popular Vote is much easier & different than campaigning for the Electoral College. It’s like training for the 100 yard dash vs. a marathon. The brilliance of the Electoral College is that you must go to many States to win. With the Popular Vote, you go to....

....just the large States - the Cities would end up running the Country. Smaller States & the entire Midwest would end up losing all power - & we can’t let that happen. I used to like the idea of the Popular Vote, but now realize the Electoral College is far better for the U.S.A.

In reality, the two candidates spend the great majority of their time in about 5-6 states, while a far higher number of states receive 0-2 visits - there's simply no point in spending time or money in a state where one or the other is certain to win. In fact, here's a map that illustrates the problem - those small midwest /mountain states are still being ignored. Savvier people will watch the debates, and the conventions. Less politically connected people, regardless of why they're less connected, watch the news highlights or nothing at all. And if all they see is the type of nonsense horserace coverage and obsession with emails like last time, that goes badly. And this goes for ads, people on the ground (still tough in rural areas), and campaign surrogates as well.

The actual question is "How do you pull this off", and on that...I don't really know.
 
Sometimes I wonder if breaking the US up into a number of smaller unions would be a good idea. The south, west coast, east coast, whatever else. Maybe the coasts can link up somehow...

I think a better alternative would be to combine some of the less populated states. Mon-Wyo-Dak would still be in the lower third of population, IIRC, and have 2 senators instead of 8, but about the same number of reps.

Great news from @Ford! They are investing nearly $1 BILLION in Flat Rock, Michigan for auto production on top of a $1 BILLION investment last month in a facility outside of Chicago. Companies are pouring back into the United States - they want to be where the action is!
 
In Lordstown Ohio a plant was just closed, so, swings and roundabouts.
Plus the new Electric SUV will be made in Mexico.

The problem with this is that is what Clinton thought in 2016. There were states that were bound to vote Democrat no matter what. She didn't campaign in some of them at all and went wandering off to supposedly "in play" states like Arizona. How did that work out for her in the end? We will never know if a campaign stop in 3 or 4 of these supposed "firewall" states would have swung any or enough of the small Trump majority vote to her side but the fact that Clinton didn't even bother going was poor campaigning and helped produce the shock that was and is Trump.
 
Split the country up, and areas like the west coast and north east can probably become successful political entities. Cut states like Wyoming, Kentucky and West Virginia free. Those parts of the country will probably go into severe decline, but better that they should fail than bring the whole country down with them by electing politicians like Trump.

In some ways I wonder if the same should be true of some EU countries like Greece.

Apparently trump has saved the 'Last Tank Plant in the USA'
By fudging stuff on the public dime.
They come in as “rusties”— corroded steel tank hulls mothballed and left for dead years ago.

But after an overhaul by newly hired welders and machinists at a Pentagon-owned factory here in northwestern Ohio, they roll off the assembly line as new 80-ton Abrams M1A2 tanks for the U.S. Army.
