I've explained before that this form of argument usually means that the one making it thinks that the person absolutely did do it, and that it is illegal. Otherwise they wouldn't need to make both of them.

But as you know, the project being illegal in and of itself is not the issue. The issue is the lies he told about it, and that the President cannot benefit from foreign money while in office. That's on top of Trump's history of shady money laundering with the Russians, and his general criminality. You can bet money that, if Trump is doing something, it's shady.
