Sidebar: the cops seem to have kicked the doors in. I believe this is an apartment. Who pays for the damage under Illinois law?

If police knew the men were out of the country (picked them up at airport), were they within their rights to damage the property to search? This wasn't exactly a missing person or murder case, or any situation where time was that critical.

Yes, if they have a warrant.

If you look at the lists, you will see that they collected items labeled "proof of residency", to show that they busted down the correct door.

Seems like almost malicious damage, though. A phone call to the property manager and they could have been let in like any emergency maintenance worker.

No, once they have credible info to convince a judge, and get a warrant, they are good to go.

Even if it's the wrong door, they are very unlikely to suffer any consequences.

They almost never allow you to open the door anyway, even if you are home.

They pretty much always break the door down within seconds of identifying themselves.

That would seem the courteous thing to do, but that also opens an opportunity for a, "heads up, me and the cops are on our way", if the landlord and tenant are on a friendly basis. If they want the element of surprise on their side, I'd guess it's a matter of showing up with a warrant in hand. "Knock knock, Avon calling... "

Yeah, even flushing evidence and stuff. I guess I can see it now.
