I don't think that's quite accurate. Smith would have been censured by House GOP back in Reagan's era, or even under Bush 41 for that crap.
 
Tony Cárdenas isn't from Puerto Rico and his parents are, as far as I can tell, from Mexico.

He organized the Puerto Rico trip though. What am I missing?

But Rep. Tony Cardenas, a Democrat from California, said he believed the comment was directed at him. Cardenas, who organized the Puerto Rico trip, said he heard “go back to Puerto Rico” several times while he was growing up in Pacoima, California.

You're going to keep peddling this lie? I've come to expect better of you.* Thirty Democrats, not the entire party, were at a long-since arranged get-together and conference. Yeah, that's the way PACs and support groups do it. They schedule these things in resorts and desired destinations to get more people to show up.

But as I pointed out previously, 30 Congresspersons still left Pelosi with a majority to pass any bill sent down from Turtle Acres.... had they done a damned thing.
