Like most claims about hydrinos they tend to go back a forth depending on what issues the proponent is attempting to address. They are stable and safe when asked about safety yet as you note, Matthew Cline, are also purported to produce novel compounds with amazing qualities. Has 'hydrinos cure cancer' been touted yet? I recall something about Mills and some cancer cure but don't recall if it was related to his hydrino claims.
Being self-contradictory is just being a slacker and not commensurate with being given any additional slack.

And you know that these derivations (etc) are rigorous because:
a) you personally checked them out
b) you asked someone you know is unaffiliated with Mills et al. and who you independently know has deep knowledge and experience
c) you trust Mills implicitly (i.e. you never consider independent checking to be relevant)
d) something else?

The rebuttal you cited probably explains why. Now I'm even less interested in the original paper than I am Mills' book and I ain't interested in Mills book.

The H -> H[1/4] hydrino reaction produces harmful EUV and soft X-ray radiation. However, these wavelengths get absorbed within 1mm or so of any type of atmosphere and aren't energetic enough to create any kind of radioactive by-products. As long as the reactor vessel isn't breached, then the reaction is very safe. The only waste product is dihydrino gas, which is difficult to contain, lighter than air and super stable. It will simply float away into space. The reaction itself is self limiting in the event of a reactor failure. Starving the reaction of source hydrogen fuel or suppressing the arc current will snuff out the reaction. The reaction has been run for many years in Mills lab. With the exception of wrecking the occasional heavy Molybdenum container nothing that would indicate a health hazard has been observed.
