Actually from what I hear he had relatively loving parents, so I'm at a loss to explain how dead he seems inside.

Maybe he's just a monster from birth, like the kid in The Good Son. It happens.

No, I believe you had it correct. “Hear” is somewhat passive in meaning, whereas “listen” is active.

Listen: regard, consider, mentally focus.

Having been in the US Army, I can guess what the opinions of the soldiers who are going to be sent to the border is.
And knowing soldiers, and knowing what MRE's taste like, look for news footage of a string of Pizza delivery trucks going to where the soldiers are encamped.
