The former are about surveillance and control of problematic populations : the latter are about genocide. It's a potential weigh station on the road. If the inhumane treatment can be normalized, then further dehumanizing can occur.
I'd also say "scapegoated populations" is more accurate in practice, blanket vilification of a demographic is almost assuredly based on a complete farce.

Yeah, I read that this morning. It sounds principled. But it probably wasn't. This was a job where he was paid and had to do absolutely nothing. He was expected to be terminated from this non-job job since he and the President's legal team split. Pretty soon Trump will be saying 'Cohen who'? Or just calling him a 'liar' because he flipped.
