Dog shot with crossbow - no charges.

Crossbows don't fire charges, they've got bolts.

Just to interject a minor correction ...

I have shot crossbows with fireworks attached to the bolts, so in this case the crossbow did fire charges.

Also, very infrequently in military history there have been some cases of soldiers shooting bolts with explosive charges attached to them.
 
Why would there have been charges?
An article posted on the net days before did not say why the dog was shot. I imagine if the owner of the goats had not been able to show that the dog had attacked his goats he might have been charged with something for harming the dog.

The article I linked to gave more information as it became available; no charges .
