Your reading comprehension seems to be lacking. Perhaps you need to look up why authors include things in quotation marks, and then actually read the article you keep going on about. It doesn't say what you think it does.
Hmmmm, lets see, they are typically use when "quoting" someone, but here there is no reference to a person being quoted.... wait a tick!
They are also used to set off idioms and the like, such as "home brew" server! Say, you and I are a hell of a team, you keep throwing softballs and I keep blasting them out of the park!
