This is true, when he looks at Puerto Rico he doesn't see brown Americans, he sees Americans with zero electoral votes.

If any of this is true, I would expect WH staff to organise one or two campaign-style rallies for Trump in the next short period of time. It's the only thing that cheers him up and makes him feel sane.

He was absolutely basking in the (extended) applause today just before signing the Executive Order.

Yes, but that is because you are *painfully* literal.

Trump has not said the same about Texas or Florida, which were more lightly hit, and more resilient and which had been hit earlier.

It's almost as though Puerto Rico has no Senators or Representatives, or electoral college votes to influence Trump.
