He can't get the FBI to go after his enemies for him. He's tried it and it didn't work.

He might as well use the media outlets that have been boosting him for the last year and a half. They've proven pretty willing to dance to his tune.

I suspect half the intent is to have some states refuse to comply so the "What are they hiding?" line can be employed. When no evidence of mass voter fraud is uncovered, well, that'll be because it was hidden.
