This is why fiscal union is such a difficult undertaking. I hope though that the current leaders plus the ongoing crisis combined will result in the union being created.

No, she shut down eurobonds and said Eurozone must follow existing rules first, further integration is second after that and then maybe we can talk about sharing risk with common bonds policy.
