A fair question. My confidence is tempered somewhat by the history of hydrino producing technology that for one reason or another, failed to made it to commercial production.
Mills has learned things along the way, except perhaps how to curb his optimism.
So his previous attempts were not in vain but steps to something better. I think he is a bit of a perfectionist. If in the end something he developed is not competitive in the marketplace with combustion technology, he'll drop it and pursue another path. To me the number of very different paths he has taken to get where he now is a lesson in perseverance.
I could get into specifics of what was the downfall of previous devices, but perhaps for another post. The SunCell seems to check off the boxes: high COP, high power density, recoverability of the catalyst, no oxidative degradation. But I harbour doubts that they won't have serious challenges 'closing the dome' and working with such high temperatures.
