The complete and total morons that vote for Republicans don't understand that Obamacare is mandatory spending not subject to the annual appropriations process and thus the only way to defund it would be to pass a new law. Requiring that it get the President's signature or 2/3 of both the Senate and House. Obama would not sign a bill defunding Obamacare and Republicans don't have the votes to override his veto.
