Assume that is what they teach in the US .
I could give you chapter and verse on key positions taken by Nazi officers in the Manhattan Project and then the CIA .

Or has it got the Stars and Stripes draped over it ? If it is not past Pluto yet it might be at the bottom of the Pacific . Does he dive ?

No. He just borrows a telescope with a user friendly gps starfinder pack and selects Hubble. Then he sees you figures are wrong, and raises an eyebrow.

He's saying that for decades NASA has employed a Japanese fireworks company to anticipate whenever any amateur astronomer is going to look for the ISS or Hubble or whatever and then they something something this bit's kinda vague little lights in the sky at exactly the right position to look like the ISS or Hubble from the location of the observer.

It's quite simple really.
