2 It is clear that the higher skill of time working employees the more hours of work in a year he need to to keep his skills up to date.

My hypothesis that for high skilled employees such as a software developer, designer, engineer, doctors, teachers 400 - 600 working hours in a year is enough to keep their skills up to date.
For skilled workers 300 - 400 working hours in a year is enough.
For unskilled workers 0 - 200 working hours in a year is enough.
Let us presume that the percentage of earning according their working time peaople from all employees is 80%.
To give those people the ideal life conditions we have to give them only those numbers of working hours in a year but with the same real earning they have now.

Your project doesn't give "this ability". Just because you write something and present it, doesn't mean it's a good or even workable idea. What you are presenting is not enough productivity for any employer to be able to afford the salaries you are talking about. While on the one had this is sort of comical because it will never happen. On the other, I find it chilling that you would destroy the world economy and plunge us into a war for nothing more than your own vanity.

OK - I'm a database developer / administrator. I need to work around 1200 hours a year to maintain / develop the systems I work with. This brings me back to an annual figure of 1700 hours. Oddly enough - this is the approximate number of hours I work.

Because there is not zero probability of implementation of my project.
I simply do what what I like and have to do and all it will be what it will be.

Those 2 weeks I was in Jerusalem and in Tel-Aviv after 9 months of break.
People from the center of those cities remember me and spoke with me very friendly and with big interest.
Now they have a great ability to read on my front page the concept of my "New Saturday" project and on my back page the concept of my "To eat only in the 7th Day lifestyle".
I sleep in the afternoon in the parks or beaches and all other time I have interesting talkings with different people.
I need not spend money because I need not eat 6 days a week.
I do not need even a backpack because all my needful things are in the pockets of my pants and jacket.
The trip from Dimona to Jerusalem and back costs me $ 21 and to the Tel-Aviv $ 15.
To the ordinary person those trips will cost not less than $ 500.

The day of the translation the Tanah on Greek language is the day of mourning for the Jews of the same level as the ninth of ava - the Day of the destruction of the Jerusalem Temple.

In another case all Christians and than Muslims would learned the Holy Language of their God.

But that's not true. You are not being honest about only eating one day in seven.

You are asking for an meaningless metric. We all work more than the minimum number of hours to keep our skills up. There wouldn't be any point in having a job where all you did was keep your skills up to date. No one is going to pay you to just maintain proficiency.

You really work 1700 hours in a year.
So your ideal goal have to be to work 400 hours in a year for the same money you earn in 1700 hours of work in a year.
Of course you can't solve this problem alone.
But all society can and should solve this type of problems.
Today your hour wage 20% from your GDP per hour.
But 100 year ago your hour wage could be 85% - 90% from your GDP per hour.
So we have to restore the same percentage and to give you to work near 400 hours a year.
The implementation of my project gives ability to every person of developed countries to work not more than it need him for keeping for sure his professional skills and for same wage he has now.

Yeah, this will destroy the world economy. Nowhere near enough productivity to maintain the GDP at that amount. The learning of Hrbrew and headquarters in Jerusalem will plung us into a war. Your idea has nothing to recommend it and it's good it will never happen.
