DOJ: Ferguson PD descrimination against blacks is routine

I hope so, and whilst I disagree with a lot of what WildCat has said - the report said that Ferguson is very similar to a lot of neighbouring municipalities. Hazelwood looks pretty bent.

As an aside - upthread, dudalb mentioned Hazard county. Is that idea of a small corrupt police force fairly common in US popular culture?.

It was very much like that in the South in days of yore. Not just in Kentucky, Alabama and Mississippi were notorious.

The Department of Justice report singled out Shaw for driving the city’s police department to drum up more revenue from fines and court costs. That practice, according to the report, stirred up resentment and contention between city officials and Ferguson’s African-American community.

He was also chastised for not doing enough to discipline employees who sent out racially charged e-mails.

When the entire police force is African American there won't be crime left to police and the FPD will be disbanded.

Which crimes? "Failure to Comply" on unlawful orders? Or maybe "Failure to Appear" crimes after one appears in a court with the gross sin of an empty bank account?
 
I've always found the "either or" argument odd. Why must it be either the police, or the crooks, must be allowed to hurt innocent people? Is there no other choice?

As I've said before, being a police officer is not an easy job, and many people are not suited for it. Being a nurse is not an easy job either that anyone could perform. And in both cases your job, as defined by society, is to help other people.

This does not give you a right to decide on your own if someone you consider an "evil doer" should be punished. If you are a police officer, your job is to protect other people from the "evil doers" and to arrest them if you can do so without hurting anyone else. Other people decide if they are guilty and how they should be punished. If you are a nurse, your job is to help the "evil doer's" medical condition as much as you can. You cannot decide to punish them by unnecessary, painful procedures or kill them with a lethal poison.

If, as appears here, members of the police and city politicians were racist in their actions, thus harming a subset of society unfairly, and the police were used to collect money rather than protect people, then they were not doing their job. In fact, these aspects have nothing to do with the real jobs assigned by society to police: helping and protecting people.

True, the FPD will need to do its real job. Perhaps now it will be less distracted by racism and city fund collection.

But how does that change the day-to-day functioning of Ferguson, or any other local government? How does this mean that the police, and the courts, will no longer target and harass black people at random?

It doesn't, but this sort of top-down re-org is certainly a necessary start.
