It almost looks like "communist" in 1990 was a code word for "Soviet bloc", but as mentioned some Soviet bloc countries are missing.

Yup, and Eastern Europe (including several places that were then Soviet Socialist Republics) wasn't communist at all until 2015.

Actually, Eastern Europe looks about right to me. I did notice that European Turkey is not communist, while the rest of Turkey is.

Let's see, taking money from the rich to help the poor, elderly, and unemployed to survive, having Universal Health Care, setting up a National Disability Service to help the disabled, (sort of) free education for all, free food distribution, freedom of and from religion, taxing higher income earners at higher rates, allowing the Communist Party to exist (both members) allowing everybody over legal age to vote...

Socialist Programs in Existence - 0.025 of one program (unless you count the "give big ol' contracts and tracts of land to rich buddies" as a part of the social safety net).
