This is actually interesting science that Pixie of key writes gibberish about. The SR postulate that the speed of light is constant in vacuum refers to the phase velocity, i.e. how fast a place such as the crest on a wave travels. However a beam of light has a group velocity
The group velocity of a wave is the velocity with which the overall shape of the waves' amplitudes – known as the modulation or envelope of the wave – propagates through space.

Actually a very good question is why you did not read all of this article, Pixie of key :eye-poppi!

Is the universe actually shrinking?
If objects in the Universe were shrinking, the Universe would actually be collapsing. If galaxies weren't moving away from each other, their gravity would cause them to start falling toward each other. If they were shrinking, assuming their mass doesn't change, their gravity would be just as strong, so shrinking wouldn't stop their mutual attraction. A Universe of shrinking objects would look exactly opposite to what we observe.

So, good news. We're pretty sure that objects, and us, and all other things in the Universe are not shrinking. We're still not sure why anyone would name a thing Shrinky Dinks. Especially a craft toy marketed at children.

When that event was over, Cotton Mather reported 3 feet of snow in Boston Common in what was an unprecedented snow event. Fast forward almost exactly 300 years and we have done it again and then some. What’s transpired meteorologically the past 18 days is simply amazing. Part of the reason it’s so incredible is because we don’t have anything officially in the record books to compare this to. We’ve had more snow than any other 14,20 or even 30 day period since the late 1800s and there is still more snow in the forecast.
