It now reads "as I told you <comma>. earlier both buildings were standing". When he arrived earlier in the day at WTC7 he looked at each tower, and "now" , when being interviewed, nothing there.
This now makes it easier to accept Jennings' statement in light of the statements by other OEM staffers that indicate that it was evacuated some time between 9:15 and 9:30.
J&H do not see anyone coming down. They could not have gotten to the 23rd floor the first time before WTC2 was hit at 9:03 because the OEM was still manned and wasn't evacuated for at least another 10-20 minutes. More time to find a key, look around, call out and be told to lock up and leave. Easily could be 10:00, or later, by the time they start down. WTC2 has already collapsed. Hess states that the stairwells were dusty/smokey as they descend. That would substantiate that they were not in the stairs until after 10:00. WTC1 collapses before 10:30.
17 flights below the 23 their progress is blocked at the 6th floor.
However J&H were trapped on the 8th floor for 90 minutes and Jennings was interviewed at noon. That puts them at the 6th floor at 10:30
That fits for them to be at he 6th floor when WTC1 came down and the stairs suffered when the SW corner was violently ripped out of WTC7 and the stairwell filled with choking dust and smoke.
It now also explains why they could not use the east stairs as they were choked with dust and debris, and why Jennings could see Barclay Street well only once the window was broken, having been covered in dust which obscured sight through it.
