Here's the precise Italian phrase used by Sollecito in front of Judge Matteini:
Non sono certo se Amanda è uscita quella sera, non io ricordo.
That is a withdrawal and it was made in front of a judge.
No it's not. It doesn't exclude that she was there during the part of the night that he remembers (no doubt the case), and that she could have gone out during the part of the night that he doesn't remember, e.g., when he was asleep. Depending on what he does or doesn't remember, and the time of death, this does not necessarily destroy any alibi. For example, he could remember that she was there at 10:00, but not remember whether she was there at midnight.
