Rick Santorum has a pretty good idea here

First, I think the couple ought to be married, to show some commitment.

Then we should allow the couple to buy a puppy. Two years later, grade the puppy. Perhaps gas that puppy, and allow a second try. Selecting a pit bull type will penalize you score by 50%.

But yeah, I do believe we should have mandatory population control.

Mrs. Gnomon and I started with a fish tank in our first shared apartment and then got a kitten when we lived in a house. That kitten died young of cancer :( and we got another kitten that just passed away last year at the age of 14. She learned to talk I her last couple of years, and could tells if she wanted cat food of water bowl service. Anyway, then we started breeding hominids. We have three of those and tomorrow is out 15th anniversary, so starting with a fishtank in a 9-month college town apartment worked for us.

Yep. Male contraceptive implants have bee used in zoo lion populations for years, so the chemistry for both male and female implants is known technology. And I think it makes the males less aggressive, which would be a bonus in dense urban populations.
We agree again!

I think birth control should be mandatory, using hormonal implants, only removed upon successful completion of a set of classes including but not limited to "don't shake the baby" "Doritos are not a vegetable" and "credit cards are not free money."
And I think you are insufferably full of crap.

My wife and I didn't need classes to choose to have our kids, nor to raise our daughter and our son.
You really have no clue.
Daughter is 25, college grad, voice teacher and happily married.
Son in college, and a kind and decent man.

And ketchup is not a vegetable.
Ken, I like finding where you and I agree, as we don't often.
Mark your calendar. :)

Right, because marriage equals commitment.

Awesome!

Who gets culled from the herd, Supreme Leader?

Who said anything about culling?

And putting forward the idea of population control makes me a wanna be dictator?

By the time my Dad died, he had 25 descendants. Five kids, 10 grand kids, 10 gg-kids. How long can the ecosystem stand that kind of growth?

You got any ideas on how to sustain a constant population, thereby enabling a constant life style? Or do you think the whole world's lifestyle should devolve until we are bees living in a hive? At least the one queen bee can only make a finite number of drones.

My genius does not lie in math, so, somebody want to tell me how many children a couple should have to make for a stable population? I'm thinking waaaay less than one, maybe only one per every two couples? (We are living for four generations, we only need one child for every four of us to maintain population.)

Let's keep how we decide who gets to be those parents to a separate discussion. I'm only here for the principle of ZPG. And yes, I know we all love and want children. I wish I had some, but I don't. Least wise, none that I know of. Plenty of grand nieces and nephews to call Grandkids though.

Remember that those aren't just your Dad's descendants, but your mother's as well. Also the parents of each of those spouses (for your siblings and their children) will count your family as theirs, so it's not one becoming twenty-five, it's more like twenty becoming twenty-five.
