I've always wondered what the "babuska lady" filmed, seen here in the Moorman Polaroid. Why did she never come forward?

My opinion is that she didn't film anything because she didn't have a camera. I think it's more likely that she was just keeping the sun out of her eyes - in that picture, the sun was to her left, and had just been behind her to her left a moment before. Perhaps she was wearing sunglasses and was putting her left hand there to keep the sun from hitting the inside surface of her left sunglass lens.
