Who is James Raxton?

On another board, someone posted this dubious article (it always raises a red flag when there is no name attached to an article). http://www.geopolintel.fr/article100.html

Among other things, it mentions the name of an alleged CIA operative who gave a "surprising" interview on CNN, about Nick Berg's death.

James Raxton, a CIA psychological department officer told a surprising statement on CNN.(29) He indicated that he had participated to the staged beheaded of Nick with two Mossad agents.

But no mention of him on the web (except conspiracy sites and internet boards, which all refer back to the same unfounded information), and nowhere can we actually read or see the CNN interview, or the Reuters article (apparently may 15 2004, but it is nowhere to be found) that supposedly reported on it, and no information on the so-called "CIA psychological department".

So, does this man even exist, and did this CNN interview ever happen?
