This guy sounds like the delusional types, who might flip-out if you prove he has no powers or deny that anything is proven and go away claiming the JREF is a abomination. Is there a way to tell?
I'm willing to guess that one of his protocol demands will be that some celebrity (i.e. Tom Cruise, or more likely Mel Gibson with his new religious standing) be a part of the test.

Never mind what he can claim to do - HE'S GOT TWO ALIEN IMPLANTS!

Surely analysis of these and confirmation of their non-terrestrial origin would win him the prize!

This has got to be the easiest one yet, surely.

You underestimate the abilities of these aliens. The implants are indistiguishable from ordinary brain tissue.

My request:

I've responded to this applicant by requesting that he chose ONE claim that he feels is easiest to provide PROOF of (via demonstration), and to then submit a test protocol that would verify it. I offered no value judgement or comments on his alien-related "theories". If he responds with more psycho-babble instead of what I requested, I will have little alternative but to reject the claim (but, WHAT claim?) and humbly suggest that he seek psychiatric help.

I love my job.
