Canada has a lot of ocean to patrol. In my opinion, for subs to be useful we'd probably need half a dozen of them.

In my youth, I spent four years on the F/T Saga Sea in the Bearing Sea. Illegal fishing practices were relatively common place and our vessel had been caught and fined at least once for doing so. The risk to reward ratio was such that it was worth the risk to them to break the law and get fined if caught. Perhaps that has changed(that was a long time ago). I have no idea if they also illegally dumped but it wouldn't surprise me if they did.
To enforce these laws, there were coast guard ships and a NOAA observer on our ship at all times, I have no idea if there were any subs out there but I doubt it would have made much of a difference.

Submarines (at least the modern ones) don't handle all that well on the surface (a cork bobbing on the surface is a pretty good description) so they tend to stay submerged as much as possible, they aren't a good deterrent against things like illegal fishing and such because they aren't visible.

They are good at denying the use of sea lanes and to use against other submarines that are trying to deny others the use of sea lanes as well as covert surveillance of other countries coastlines and surface navy activities. Just by the "Other side" not knowing if they are there or not ties up a lot of their resources that they might use for other missions.

A half dozen boats for a country the size of Canada with as much coastline as they have is woefully inadequate for protection, much less for monitoring surface traffic to see if someone is doing something illegal. If you have a total of six boats it's virtually guaranteed that at least half of them will not be at sea at any given time in normal conditions (Boomers with two crews are the notable exception to this rule and even then it's 2/3rds at sea excluding those in the shipyard for scheduled maintenance).

I agree. Mostly we (so far as I know) depend on aerial surveillance and some littoral surface patrol to detect unauthorized entry into our waters. A handful of subs would be useful for impeding and monitoring NWP arctic transit, but not much else.
