"War Is Peace": Orwell or Bush?

Bush's speechwriters train of thought.

"We are at war with Oceania. We have always been at war with Oceania."

Wait a minute...

::scribbles out words::

"We are at war with Afghanistan. We have always been at war with Afghanistan."

Nah... not quite...

"We are at war with Iraq. We have always been at war with Iraq."

One more try...

"We are at war with terrorists. We have always been at war with terrorists."

There. That's better.

Why does it sound so familiar?

Did he mean we should hunt down terrorists when he said to hunt down Congressmen?
