Ed - the Corps of Engineers mission is not a problem, but the organization has devolved into a bureaucracy that they can accomplish little, but spend huge volumes of your tax dollars while bankrupting companies that try to work for them. All this in between bouts of favoritism, criminal financial shenanigans and, political porkism.
