Depends on the definition. There are three possible answers:

  • Peter the Great since after him the rulers bore officially the title Imperator of All Russia instead of Czar (they were Czars of Poland and Kazahs as well as Czar of Czars of some of the Caucasus tribes but I can't remember which ones);
  • Nikolai (II) Alexandrovich Romanov. This is the standard answer; and
  • Michail Alexandrovich Romanov. Nikolai abdicated the throne in favor of his brother but he was never officially crowned nor did he actually rule so whether he should be counted as a Czar is debated.

Yup. They were the only Roman rulers who retired after they had been instituted for life. (There were early Roman republic dictators who stepped down but they had been given the position for a set period of time).

lol- actually, you're on the right track. Sargon I unified the mesopotamian empire (Akadian) with fear and blood shed. King Cyrus the Great (hence the epitaph) met with opposing forces that opted out of battle before any blood was shed at all. Its just nice to see a little peace in an area and era where there was constant discord and uncertainty
