My personal, completely unknowledgable and baseless view of the subject is that serial killers can't be reformed. If Britain keeps letting them out for fieldtrips, I hope they keep a close eye on them cause lose one and someone's probably going to die.

I suppose they could accidently lose one close to a large number of people that know who he/she is. Say, in the middle of the pitch during a Leeds football match. You would still be right, of course.
