Many schools have gone to wearing uniforms. Pleated skirts and white blouses.

That way they sort out the kinky boys when they are young. :D

Apparently it was a bad joke made at a school assembly.

While some students think it was sexist, others say Clements High School Assistant Principal Phil Morgante was just trying to be funny.

"At first he was like 'Ladies you can't wear crop tops,'" said Nazakat Jilani, but it didn't make her budge. The next comment from Morgante did. "He said 'Ladies, be careful with your tight shirts because guys have it hard enough to study.' That's when I started laughing. I said 'This is a joke right?'"

Jilani found out it was no joke and that Morgante had been saying it all day long to a series of assemblies at the high school when he was going over what students could wear and what they couldn't wear.

That was my first thought. But an admittedly quick listen to the Soundcloud link given in the OP didn't seem to back up that thought. (Either I missed the joking nature of the delivery, or it was done in a really deadpan way.)

In any event, there is a legitimate discussion to be had over the scholastic performance of boys in schools. Whether it'll happen is another question...
 
A suspender skirt would be much more comfortable to me than pants.
 
If it was my sister, it would be another case of micro-agression.
